Earlier, speaking at the Conference of Deployment of 2019 tasks of the Ministry of Information and Communications, Prime Minister Nguyen Xuan Phuc said, the Government agreed to use telecommunications accounts to pay for goods of small value, at least for one telecommunication enterprises pilot this method. Banks and telecommunication systems participate in small electronic payment in some areas.

Also at this conference, Minister of Information and Communications Nguyen Manh Hung said that the Ministry will pilot MobileMoney, allowing customers to transfer money, shopping through telecommunications accounts, which will help electronic payment to all people, though anywhere, will stimulate economic growth. At the same time, the Ministry of Information and Communications requests the Prime Minister to allow pilot implementation of telecommunications accounts to pay for small-value services.

Accordingly, telecommunication accounts are used to pay for telecommunications services and value-added services based on telecommunications networks. Telecommunications accounts have a coverage of approximately 100% of the population while bank accounts are only 30-40% covered. Therefore, in this way we can immediately implement electronic payment nationwide, avoiding the risk of foreign partners entering Vietnam to dominate electronic payment. As long as the Government allows it, only the next day, e-banking can cover up to 100% of the population.

At the recent meeting with Deputy Prime Minister Vuong Dinh Hue, Mr. Pham Duc Long, General Director of VNPT proposed to allow VNPT to deploy MobiMoney service. Mr. Pham Duc Long said that MobiMoney is the general deployment trend of the world, with the current situation of financial services implementation, MobiMoney is a new solution to support digital conversion and is one of the components. One problem that both network operators and digital content businesses care about when the Government allows the opening of payment channels from telecommunications accounts for digital content services, is the rate of sharing between the network and the provider. “In my opinion, the rate for telco payment channel should be at a maximum of 15% as before and the most reasonable is 10% or less,” Bao said.

And Mr. Nguyen Ngoc Han, General Director of Multimedia also said that the current issuance of telecom cards also accounts for about 5% discount for sales channels. Therefore, if using a telecom card for digital content services, the rate of sharing at around 8-15% is appropriate, depending on the type of service.
